He criticized the company’s recent commitments as lacking a concrete implementation plan.
Background
The Tumbler Ridge incident involved a shooter whose ChatGPT account was suspended by OpenAI in June 2025 due to policy violations, including gun violence depictions, but not escalated to police as no imminent threat was deemed present. This has prompted scrutiny over AI firms’ handling of violent user content.
Minister’s Response
Solomon plans a meeting with OpenAI CEO Sam Altman next week to demand specifics on human review processes, escalation thresholds, and integration of Canadian standards. He is not ruling out new legislation and will consult other AI companies for consistent protocols.
OpenAI’s Commitments
OpenAI pledged enhancements to police referrals, repeat offender detection, direct contacts with Canadian authorities, and mental health support links for at-risk users. B.C. Premier David Eby called these “cold comfort” and also seeks a meeting with Altman.
