Public Safety Canada added four groups to its Criminal Code list on December 9, 2025: 764, Maniac Murder Cult, Terrorgram Collective, and Islamic State-Mozambique. These transnational networks promote ideologically motivated violent extremism (IMVE) through social media and gaming platforms.
Group Activities
764 targets vulnerable youth, including children as young as eight, by glorifying violence, coercing self-harm, animal cruelty, and explicit content production. Canadian authorities, including Halifax police and RCMP, have linked it to cases involving radicalization and child exploitation. The U.S. describes 764 as a nihilistic violent extremist group with recent arrests of alleged leaders.
Implications
Listing enables asset freezes, enhanced prosecutions, and immigration restrictions under Canadian law. Public Safety Minister Gary Anandasangaree emphasized stronger tools against online radicalization, especially among youth. CSIS reports nearly one in ten terrorism investigations now involves minors under 18.
